Police received reports of the incident at a railway crossing near Woodward Rd around 12.30pm on Sunday, a spokesman said.
Seventy people were on board the train at the time and taxis have been arranged for them, an Auckland Transport spokesman said.
Train shuttles are in place between Britomart and Kingsland and between New Lynn and Swanson.
Western line services would resume as normal at approximately 3pm, the spokesman said.
Scheduled buses are accepting all train tickets and AT HOP cards.
